You had a good run, Vivi Ornitier, but all things must end.
The most impactful card from the Final Fantasy Universes Beyond crossover has been wrecking Magic's Standard format since it was printed (and causing havoc in the MTG card market ever since it was revealed!). But when a Magic card is too good, the banhammer follows…
… and, in Vivi's case, now also a rebalance for MTG Arena‘s digital-only formats like Alchemy and Historic.
As a prelude for Vivi's almost certain ban in Standard (which should come next Nov 10), a batch of Alchemy rebalances will hit MTG Arena today (Oct 28), and Vivi is at the top of the list.
What's the Problem With Vivi Ornitier in MTG?

In Magic, Vivi Ornitier is a 3-mana Izzet creature that pings and gets bigger with each noncreature spell…
… and who, most importantly, can turn his buffed power into mana.
With its partner in crime, Agatha's Soul Cauldron, Vivi Ornitier has been terrorizing Standard for months…
… to the point that nowadays the format is basically two decks fighting each other (Izzet Vivi and mono-red aggro, the only top-tier deck that can stop it in its tracks), with the occasional Dimir Midrange or fringe deck sneaking in.
Wizards of the Coast has been very clear that Vivi is too strong to be left untouched: they moved the Banned & Restricted window to November 10 and literally said that Vivi “likely needs to go” in Standard.
(The lil' wizard is also a cEDH powerhouse, and the most popular Izzet commander by a good margin, but it looks like in Commander he's not ban-level powerful).
Schrodinger's Wizard
If Vivi indeed gets banned from Standard in two weeks, the ban will be mirrored on MTG Arena. But MTGA has taken matters in its own hands and, starting today, it will also rebalance Vivi Ornitier in Alchemy, Historic, and Brawl by changing the cost of Vivi's mana ability: He'll activate by tapping (rather than by costing mana):

Just in case: MTGA has a rebalancing system that is sometimes a bit confusing, because some cards have two versions depending the format you're playing: The “paper” version, and the “digitally-rebalanced” version
So, in Vivi's case, you'll still have the “exact-same-as-in-tabletop” Vivi, that you'll be able to play in all MTGA formats that mirror their paper counterpart: Standard (unless he gets banned), Pioneer, and FIN drafts.
But if you play (or face against) Vivi in Alchemy, Historic, or Brawl, from now on you'll see the tamer, on-tap Vivi.
Why the Tap Matters
Agatha's Soul Cauldron is not legal in Alchemy (so the combo that's ruining Standard is not playable in that format), but Vivi Ornitier has found a new digital-only friend in Swiftspear's Teachings (which is also getting rebalanced today to tone it down).
Before this digital-only rebalance, you could cast Vivi, fire off cheap noncreature spells (often starting with Swiftspear's Teachings in Alchemy, to grand him haste + prowess), pump Vivi to a respectable size, then immediately cash out its ability for a burst of mana and attack with him. In short, Vivi and Teachings could lead to one-turn kills, which is something the MTGA devs specifically want to avoid in Alchemy.
After the change, Alchemy-Vivi must tap. If Vivi doesn’t already have haste or an untap trick, you can’t convert power into mana the turn it resolves. And even if you do have Teachings, you only get one of prowess/haste now (before today's changes, you got both).
You Two! You're Off The Meathook

Vivi's proven too good for Alchemy, but the times are a-changing (in a good way) for Fires of Invention and The Meathook Massacre:
They used to be too good for Historic, but the meta has changed enough that they'll get de-Schrodingered and now all MTGA formats will play with the same version.
