Modern Horizons 3 is juiced up with very powerful cards, and all of them are legal in the Modern format. Some are entirely brand-new to Magic, while some of them are reprints that Modern didn’t have prior access to. These are the new-to-Modern cards or reprints, something that each Horizons set has brought to the table.
What Are the New to Modern Cards in Modern Horizons 3?

Every Modern Horizons set has reprints from Magic products outside the scope of the Modern format: cards older than Eighth Edition or cards that were designed for supplemental sets like Commander and Conspiracy. That's to say, reprints of cards that were legal in other formats but not yet legal in Modern.
Modern Horizons 3 is no exception, and all the reprints that MH3 introduces to Modern are in a special “bonus sheet” called New to Modern cards. Each Modern Horizons 3 booster has one slot dedicated to one of these cards. Though it’s not technically advertised as a bonus sheet the same way something like “Breaking News” is for Outlaws of Thunder Junction, it functions the same way in boosters. According to WotC: “The 42 cards with the MH3 set code (collector numbers 262–303) are reprinted cards from Magic's past. These can be recognized by the watermarks in their text boxes, showing the expansion symbol of their first printing.”
So, every New to Modern card has a watermark showing the set it was originally printed in.

Are They Available in Play Boosters? Collector Boosters?
New to Modern cards are available both in Play Boosters and Collector Boosters, in both normal and foil versions. What may change is the frequency in which they appear, as well as the special frame treatments.
How Many Are in Each Pack?
Each MH3 Play Booster has one guaranteed slot with a New to Modern card. You can get up to two more in the retro frame slot and the traditional foil slots, with different percentages.
In Collector Boosters, you can get from zero to five New to Modern cards:
- One in the traditional foil uncommon slot.
- One in the non-foil common or uncommon retro frame.
- One traditional foil rare or mythic rare, including MDFCs and New to Modern cards.
- Two non-foil rares or mythic rares with the borderless, extended-art, or retro frame treatment.

Are the New to Modern Cards Valuable?
Not all of them, but there are very valuable and important reprints in these cards. From the cycle of Medallions that go for $15-30 and are staples in EDH to powerful commanders reprinted in MH3 like Breya, Etherium Shaper and Kaalia of the Vast. Black board wipe staple Toxic Deluge is also on this list, a card that’s in the $10-15 range and is overall one of the best cards in Modern Horizons 3. Phyrexian Tower is the most expensive entry on the list, costing around $30-50 depending on the version. And of course, these cards with special frame treatments are worth their weight in gold.
Why Were They Printed in MH3?
Ultimately, it was WotC’s decision to put these cards into MH3, either because they think they’ll have a meaningful impact on Modern, to spice things up in Modern Horizons 3 Limited formats like Sealed and Drafts, or simply to increase availability. Wizards wants different people to have a reason to buy this product, whether you’re a Commander-only player, a Limited aficionado, or a long-time PTQ grinder. These cards will be released to MTG Arena as well, so they’ll impact formats like Arena Cube and Timeless.
Modern Format Impact
While not all of the New to Modern cards will have an immediate impact on the format, some cards will. These are the most important cards for Modern Constructed play.
The cycle of Medallions (Jet Medallion, Sapphire Medallion…) can make a huge impact in the format, but it’s not clear in which shell. People will be tinkering with them in some sort of storm deck to make the most of the mana reduction, or in some mono-colored devotion deck.
Toxic Deluge is a 3 MV sweeper that Modern black decks didn’t have access to before.
One of the best legendary lands, Phyrexian Tower’s most interesting application is in Yawgmoth combo, a deck that already wants to sacrifice a 1-drop like Young Wolf and appreciates the extra black mana. Or turn 1 Tower, Grief, into a 2-drop.
Priest of Titania and Wirewood Symbiote can solidify an elves deck. Priest of Titania is one of Magic's best mana dorks and capable of generating a huge amount of mana in elves decks, accelerating these decks, especially against strategies with little to no removal, while the Symbiote is even capable of untapping it.
Deserted Temple is capable of huge turns after you deploy your Nykthos, Shrine to Nyx or something like Lotus Field.
Victimize and Buried Alive are important cards to add consistency to graveyard-based and dredge decks.
As one of the best exile payoffs, Laelia, the Blade Reforged has a strong synergy with cascade since you’re exiling many cards from your deck and thus buffing Laelia in the process. Temur Rhinos may be interested in this card.
Magic's best turtle, Kappa Cannoneer can be a strong clock in an affinity deck, getting into play quickly while also being difficult to deal with due to having Ward 4.

Anyway, that’s my take on these New to Modern reprints. Each Modern Horizons set has a few of them, and MH3 is looking very good in this department. What looked like an afterthought in Modern Horizons 1 around five years ago is shaping up to be one of the main parts of the product.
